Montenegro is expected to provisionally close negotiating Chapter 8 on competition policy and Chapter 29 on the customs union at an accession conference scheduled for 14 July 2026. Completion would raise the number of provisionally closed chapters from 16 to 18 out of 33.
Competition policy is particularly relevant to state aid, public enterprises, concession structures and the treatment of large infrastructure projects. The customs chapter affects trade procedures, border systems and integration into the EU customs framework.
Closing chapters does not remove execution risk, but it strengthens the direction of travel for investors assessing legal predictability, state-aid discipline and future access to the single market.
