Eco-industrial parks emerging as a new model of industrial development in the Western Balkans

Montenegro’s entry into the regional programme for eco-industrial parks signals a strategic shift toward a more sustainable and technologically advanced model of industrial development. According to Finance Minister Novica Vuković, participation in the initiative demonstrates the country’s intention to align with modern European economic trends through concrete projects and measurable reforms rather than declarative commitments. 

Speaking at an event dedicated to eco-industrial parks held in Podgorica, Vuković emphasized that the initiative represents more than a technical cooperation programme. In his view, it carries a broader policy message about Montenegro’s long-term development direction—one focused on sustainable industry, environmental responsibility and European economic standards as the foundations of future growth.

The eco-industrial park concept is being implemented through cooperation between the International Finance Corporation (IFC) and the European Union, with financial support from the Western Balkans Investment Framework (WBIF). This partnership aims to assist countries in the region in transforming traditional industrial zones into environmentally sustainable and technologically modern production clusters. 

According to Vuković, the programme opens space for a structural transformation of Montenegro’s industrial sector. The focus is not only on building infrastructure but on developing a new economic architecture that promotes resource efficiency, innovation and environmentally responsible production. Such industrial zones are designed to reduce waste, share resources between companies, and integrate modern environmental management systems into production processes.

The minister described eco-industrial parks as a new paradigm of industrial development for the Western Balkans, reflecting global trends in sustainable manufacturing and circular-economy models. In these industrial zones, companies cooperate in areas such as energy use, water management, recycling and logistics, allowing them to reduce costs while lowering environmental impact. 

For Montenegro, the potential transformation of existing industrial areas into eco-industrial parks could represent a major step toward building a more competitive and resilient economy. Modernised industrial zones are expected to attract higher-value investments, particularly from companies seeking locations that meet European environmental and sustainability standards. 

Vuković highlighted that such projects depend on strong cooperation between international financial institutions, domestic public institutions and the private sector. This multi-layered partnership model is considered essential for developing large infrastructure and industrial transformation projects while maintaining fiscal stability and transparency. 

In the coming period, the government plans to focus on accelerating the implementation of infrastructure and development initiatives linked to the eco-industrial park programme. These projects are expected to improve the overall business environment, stimulate job creation and support long-term economic growth. 

Within this framework, the Ministry of Finance and the Investment Agency of Montenegro will play a key role in establishing stable financing mechanisms and encouraging innovative investment models. Their objective is to support development projects that mobilise private capital and international funding while reducing pressure on the state budget. 

By participating in the regional eco-industrial park initiative, Montenegro is positioning itself within a broader European strategy aimed at modernising industrial production and strengthening green economic transformation across the Western Balkans. In the government’s view, this approach represents an important step toward building a competitive industrial base that can integrate more effectively into European value chains while meeting increasingly strict environmental standards. 

If successfully implemented, the eco-industrial park model could reshape the development of industrial zones in Montenegro and the wider region, linking investment, sustainability and technological innovation into a single framework for long-term economic growth.
