EBRD records €215 million investment in Montenegro in 2025

The European Bank for Reconstruction and Development announced that 2025 was a record year for its operations in Montenegro, committing a total of €215 million across 18 projects, the largest annual investment volume and project count since it began working in the country more than a decade ago. 

Nearly half of all 2025 investments (about 47 %) were dedicated to supporting Montenegro’s green transition, reinforcing the shift toward a more sustainable and climate-resilient economy and strengthening long-term energy security. Around two-thirds of the projects also incorporated gender equality and economic inclusion components, reflecting the bank’s focus on broadening access to economic opportunities.

According to EBRD officials, the programme of investment in 2025 spanned strategic transport infrastructure, renewable energy, digitalisation of the electricity distribution network, and expanded financing for small and medium-sized enterprises (SMEs) and households through local partner banks. A highlight of the year was the Bank’s €200 million financing for the Mateševo–Andrijevica section of the Bar-Boljare highway, a critical transport link expected to improve regional connectivity, boost tourism and trade, and foster economic development, especially in northern Montenegro. 

In addition to direct financing, the EBRD reported that it helped mobilise an extra €15 million from co-financiers, extending the reach of its investments in priority sectors and enhancing the overall impact of its 2025 activities in Montenegro.

EBRD leadership stated that the record investment year underscores the Bank’s long-term commitment to Montenegro’s green transition, connectivity, and economic resilience, and reinforces its support for the country’s integration into broader European economic and institutional frameworks.
