Construction emerges in the Smart Specialisation framework not merely as a standalone sector but as an enabling platform supporting virtually every other strategic priority. Energy infrastructure, tourism developments, digital facilities, transport corridors and urban modernization all depend on construction capacity.

The sector has benefited from substantial investment activity over the past decade, including highway construction, tourism developments, energy projects and residential expansion. Looking forward, infrastructure requirements associated with EU accession and economic modernization suggest sustained demand well into the next decade.

Several segments appear particularly attractive. Renewable energy construction is expected to accelerate as wind, solar and battery projects move toward implementation. Transport infrastructure remains a strategic priority, especially projects improving connectivity with regional and European markets. The construction sector is also undergoing technological transformation. Digital engineering, Building Information Modelling, smart construction techniques, energy-efficient design and sustainable materials are becoming increasingly important. These developments create opportunities for local firms to move beyond traditional contracting activities toward higher-value engineering and technical services.

Real estate development remains another important growth component. Continued tourism investment, urban expansion and foreign buyer interest support demand for both residential and commercial projects. However, future competitiveness will increasingly depend on quality, sustainability and integration with broader economic objectives rather than simple expansion of built space.

From a strategic perspective, construction functions as a multiplier sector. Every euro invested in energy, tourism, environmental protection or digital infrastructure generates additional activity throughout the construction value chain, reinforcing its role as a core pillar of Montenegro’s development strategy.
