Construction accelerates on Tivat–Jaz Boulevard as Bemax pushes toward year-end milestones

Petar Leković, civil works coordinator at Bemax, told ETV Portal that construction on the Tivat–Jaz boulevard, spanning a total length of 16.3 kilometres, is progressing at an intensified pace despite various daily challenges.

He explained that on the first 13 kilometres of the route (sections 1–7), which were handed over earlier, final works are being carried out on around 80 percent of the section. These include gravel base preparation, installation of curbs, asphalt works and construction of sidewalks. On the remaining parts, activities include excavation, embankments, drainage works, installation of the new regional water supply pipeline and reinforced concrete works. Currently, 8.5 kilometres of the right lane and 6 kilometres of the left lane have already been asphalted.

Leković stated that the plan is to asphalt at least one side of the boulevard on these first 13 kilometres by the New Year, ensuring unobstructed traffic flow for all road users.

“Traffic is currently operating in both directions along the entire construction site, although there are zones where vehicles move over gravel due to ongoing works,” he added.

According to him, the completion of this part of the project is expected by spring, provided there are no major delays related to key infrastructure issues, such as CEDIS cable installation and the remaining expropriation procedures affecting several parcels critical to finishing the boulevard.

He emphasized that challenges on this section have been minimized thanks to the efforts of the investor, the Transport Administration, which is also making considerable efforts to ensure the successful implementation of this important project for Montenegro.

Leković also noted that the remaining 3.3 kilometres of the boulevard (sections 8 and 9) were officially handed over to the contractor on 11 November 2025.

“We have already mobilized the machinery and begun works on that section as well. Our aim is to identify all potential issues at the start of construction so they can be resolved promptly, and to focus on activities that will allow us to lay asphalt on at least one side of the road as soon as possible,” he told ETV Portal.
