Consortium challenges Montenegrin airport concession ranking, cites transparency concerns

The American-Luxembourg consortium involved in the concession process for Montenegrin airports has officially filed a complaint with the Economic and Commercial Concessions Tender Commission, expressing dissatisfaction with the recently adopted government ranking list.

The consortium is requesting access to the full tender documentation and an explanation of the re-evaluation process that significantly altered earlier results, leading to their offer not being ranked first.

In their letter, the consortium raises concerns about the transparency and consistency in applying the evaluation criteria and calls for a review of the legality of the procedure.

The Ministry of Transport previously published the ranking of bidders according to the Concession Act for Montenegro’s airports. The Tender Commission ranked the bidders as follows:

  1. Incheon International Airport Corporation (IIAC) – 96.18 points
  2. Corporacion America (CAAP) – 65.15 points

By law, bidders have 15 days from the publication of the ranking list to submit a complaint to Montenegro’s Concessions Commission.
