Budva begins a municipal infrastructure cycle

The Budva municipality has awarded a €18mn design-and-build contract to a consortium of Serbia’s Gemmax Gradnja and Montenegro’s Viamont for a new road above the Grđevica riverbed. It is described as the municipality’s largest investment project to date.

The scheme is intended to relieve urban traffic and improve access through one of the country’s most congested tourism markets. Its value will depend on drainage engineering, flood protection, construction sequencing and integration with the wider road system.

Monteput is separately procuring supervision services for the Markovići–Lastva Grbaljska section of the planned Budva bypass. The supervision contract is valued at approximately €8.47mn including VAT and covers a 78-month period across preparation, design, construction and completion phases.

The unusually long supervision period indicates the scale and complexity of the coastal-road programme. Mountain geology, dense development, property acquisition and summer traffic restrictions create substantial delay and claims risk. Independent technical control will be especially important if design development continues after the main construction contract is signed.

Budva’s property and hotel market has grown faster than its roads, wastewater systems and public space. Municipal infrastructure is now required to protect the revenue capacity of existing private assets rather than simply enable new development.
