Over the past two years, the Traffic Administration has allocated the largest portion of road infrastructure funds to Bijelo Polje Municipality, with current contracts exceeding €70 million.
Works on the Slijepač Most – Ribarevine section are currently halted solely due to the municipality’s delay in completing the relocation of water pipes, and the lack of project documentation and approvals for sidewalk construction and public lighting.
The Traffic Administration has repeatedly officially notified Bijelo Polje Municipality about these legal obligations, which must be fulfilled to resume work smoothly.
While the reconstruction of the M-2 highway section Lepenac–Ribarevine–Poda–Berane falls under the Traffic Administration’s responsibility, local government (Bijelo Polje) is legally required to finance and prepare projects related to sidewalks, lighting, and relocation of communal infrastructure, including water installations.
Despite not being obligated, the Traffic Administration took on the construction of sidewalks, lighting, and water network relocation in the Zaton and Poda settlements at residents’ request, financing these additional works from its own budget—totaling over €6 million so far.
The Administration remains open to cooperation and is ready to assist in overcoming obstacles within its competence, emphasizing that continuing this infrastructure project benefits both the state and local community.
They concluded by stating work will resume promptly to avoid penalties for delays caused solely by Bijelo Polje Municipality.
