According to the latest official data from MONSTAT, the average price per square metre of newly built apartments in Montenegro in the fourth quarter of 2025 was €2,210. This figure reflects sales prices for new apartments sold for the first time on the market, based on concluded purchase agreements, and does not include older housing stock or other types of real estate.
Regional breakdown shows notable variation in prices across the country. In the capital Podgorica, the average cost per square metre was about €2,140, while in the coastal region — driven by strong demand and premium developments — it reached around €2,570. In the central region, prices were lower at approximately €1,360 per square metre. In the northern region, no sales of newly built apartments were recorded in the period covered by the data.
MONSTAT highlighted that the composition of sales, particularly the share of units classified as solidarity housing — more affordable apartments typically associated with cooperative or subsidised projects — significantly influences the national average price. Where the share of these more affordable units is higher, the overall average tends to be lower, and where their share is smaller, the average is correspondingly higher.
Looking at categories, the average price in the overall market segment for newly built apartments was around €2,420 per square metre, while in the solidarity housing segment it was much lower at about €705 per square metre.
These statistics underline ongoing price pressures in Montenegro’s construction and housing market, particularly in urban and coastal areas where demand from both domestic buyers and foreign investors continues to shape market dynamics.
