The improved customs information system (CIS) is available, and declarations can be submitted, the Revenue and Customs Administration (UPC) of Montenegro announced.
As they said, the old CIS will be used for the transit procedure and the completion of the procedures that started in the old system.
“This project, as well as the implementation of the New Computerized Transit System (NCTS), which is expected in the coming period, will contribute to the achievement of the goal – paperless customs procedures and the fulfillment of criteria from the negotiation chapter 29 – Customs Union, as well as further harmonization with international conventions and directives of the European Union unions, which regulate this area,” the announcement states.
The Transit application in the new CIS will be used to submit a commercial or administrative document as a simplified declaration for the release of goods into free circulation and for the export of goods, in accordance with the Regulation on closer implementation of customs procedures and customs formalities.
“Simplified procedures, recording in the business books of the declarant, which are prescribed by Article 130 of the Customs Law, will be carried out automatically, with the use of a timer during which the customs office can interrupt the procedure when it judges that it is necessary to carry out documentary and/or physical control, after which these procedures end “manually”. “Declarations submitted on the basis of approval for these simplified procedures will be processed 24/7, if no documentation control and/or inspection of the goods has been specified,” said the UPC.
