Audit controversy: CEDIS disputes negative findings from State Audit Institution

The State Audit Institution (DRI) reported that all identified irregularities in the audit of the Montenegrin Electric Distribution System (CEDIS) are backed by material evidence. However, CEDIS disputes these findings, claiming they do not reflect the actual situation of the company.

The DRI issued negative opinions on CEDIS’s 2022 annual financial statements and compliance audits, conducted by senators Zoran Jelić and Milan Dabović. Jelić stated that all irregularities found were supported by adequate evidence.

CEDIS’s Board President, Vladimir Čađenović, criticized the double negative opinion as exaggerated and unrepresentative of the company’s operations, suggesting it was politically motivated.

The parliamentary Committee for Economy discussed these findings, with some members expressing concerns over CEDIS’s employment practices and calling for more investment in infrastructure rather than excessive hiring. The current number of employees at CEDIS is approximately 1,800.

MPs questioned the basis for the DRI’s negative opinion, emphasizing the need for clearer communication and collaboration between the auditors and CEDIS.
