Prime Minister Milojko Spajić has provided an update on the tender process for the Matesevo – Andrijevica highway project, stating that the selection of the contractor, designer, supervisory body, and consultant will be handled through three separate EBRD tenders.

  • The project will follow the FIDIC Yellow Book guidelines, with the contractor and designer chosen through one EBRD tender, supervision through another, and the PIU consultant through the third. All three EBRD tenders have been announced, Spajić noted on social media platform X.

Former Justice Minister and mayoral candidate for Podgorica, Andrej Milović, expressed his strong intuition about which company might be selected for the supervision of the highway construction. He suggested that the Special State Prosecutor’s Office (SDT) might find this information relevant.

  • Here’s a hint: two state directors are involved in a shell company. One is a school friend of the Prime Minister, while the other works with a close relative of the Prime Minister. They were recently together in Paris. The Prime Minister is advancing infrastructure projects, ostensibly for the benefit of the state, but it’s clear he’s not doing it solely for himself. This is a long-term process, not a quick fix, and September 29 is still some way off, Milović wrote on social media platform X.

Milović also called on the Minister of Transport, Maja Vukićević, to disclose whether the contractors and subcontractors for the highway project have been finalized.

  • I can provide a detailed outline right now. I’m asking this because the Prime Minister’s key political ally and a local coastal official have already acquired machinery and are prepared for the highway construction to start. The job is expected to go to a businessman from the neighboring region, Milović added.
